City lawyer blasted over ignoring commission’s order

KAMPALA - The Land probe team has scolded city lawyer Vincent Mugisha for ignoring the commission’s order not to evict people in Kyenjojo district.

The commission’s chairperson Justice Catherine Bamugemereire, warned Mugisha not to evict anybody, saying the commission has not declared ownership of the land in dispute.

Hearing is conducted at the National Records Centre and Archives in Nakasero, Kampala.

The commission had directed that nobody should be evicted from the disputed land until the status quo is resolved.

“I do not want you on that land. This commission is not declaring ownership. Should I hear any rumour, this commission will take it as contempt,” Bamugemereire said.

It emerged recently that Mugisha has been evicting residents of Kyenjojo contrary to the commission’s directives.

He is accused of grabbing more than 400 acres of land in Kyenjojo district, displacing several people and claiming that the commission had cleared him of any wrongdoing. However, Mugisha denied the allegations.

Commission team

Justice Bamugemereire is the commission chairperson. The commissioners are Fredrick Ruhindi, Mary Oduka Ochan Robert Ssebunnya, Joyce Gunze Habaasa, Dr Rose Nakayi, and George Bagonza Tinkamanyire.

Ebert Byenkya is lead counsel, John Bosco Suuza is assistant lead counsel, while the Judiciary deputy registrar of planning and development, Olive Kazaarwe Mukwaya, heads the secretariat.

Commission mandate

The commission’s mandate is to probe the efficiency of the laws, policies and processes of land registration, acquisition, administration and management.

It is also tasked with inquiring the effectiveness of the Uganda Land Commission in administering public land and relevant bodies in the reservation of wetlands, forests, road reserves, and national parks, among other gazette spaces.
