In Mubende district, most affected were Sub Counties like Madudu, Butoloogo, and Kitumbi where papers started beyond 9 am.

At Kamusenene P/S in Kitumbi Sub County, the first paper was delivered late and started at 10.45 am.

Mastula Nambatya, the secreatary for Education at the Mityana district council said she had learnt about the late delivery and inquired from the education officials who had no clear explanation why.

"I have asked the Inspector of schools and others concerned and they are saying that the papers were brought to Mityana in the morning and this is why they have started late," Nambatya said.
