Musisi denies reports of fake city land titles

The Kampala Capital City Authority (KCCA) executive director, Jennifer Musisi, has refuted allegations that the authority is issuing fake land titles.

The Kampala Capital City Authority (KCCA) executive director, Jennifer Musisi, has refuted allegations that the authority is issuing fake land titles.

This follows allegations by Yusuf Nsibambi, the Kampala District Land Board chairman, that since the board halted its business of managing and allocating land in Kampala, KCCA and the Uganda Land Commission took over the task illegally.

While addressing journalists at Speke Hotel in Kampala last week, Nsibambi said KCCA and the land commission were issuing land titles on land vested in the board.

He stressed that all the land titles issued were fake since the KCCA and the commission have no mandate to issue titles on behalf of the board.

However, Musisi said Nsibambi’s allegations were deliberately coined to cast KCCA in bad light.

She explained that the authority does not issue land tittles and leases, adding that the authority only houses the Kampala zonal land office, which is under the ministry of Lands, Housing and Urban Development.

Briefing journalists at the KCCA gardens, Musisi stressed that Kampala is not a district under the Constitution and cannot, therefore, have a district land board.

Musisi also clarified on court’s decision purportedly ordering KCCA to back off the land board, saying the only case brought against the authority is the matter which is before the Constitutional Court and has not been heard and determined by the court.

Speaking to New Vision last week, Jehoash Mayanja Nkangi, the chairman of the Uganda Land Commission, rubbished the allegations that they were purportedly conniving with KCCA to issue fake land titles in the city.

“Why should we ally with KCCA to issue fake land titles? That is defamatory. Let him present documentary evidence of the land we have sold in connivance with KCCA and the fake titles issued before we sue them,” Nkangi said.

He said according to the Constitution, once KCCA was formed, the land board ceased to be operational.
