OPM to coordinate Vision 2040

The Office of the Prime Minister is set to monitor and coordinate Vision 2040, a foresight into the next 27 years.

The Office of the Prime Minister (OPM) is set to monitor and coordinate Vision 2040 – an elaborate government blue print on key development benchmarks that policy wonks in the National Development Authority (NPA) want the country to achieve in the next 27 years.


The vision which is currently under scrutiny by the Finance and National Economy committees of parliament is tailored to transforming Uganda from a peasant to a modern and prosperous country, through harnessing emerging development opportunities such oil exploration, E-revolution, globalization and economic integration.

“OPM will coordinate Vision 2040 to make sure that the targets set out in this plan are realized within the agreed time framework,” Kasaija told MPs on the Finance committee yesterday.

The Buyanja County MP, however, clarified that implementation of Vision 2040 will be by different government sectors and departments.

Kasaija allayed the fears of MPs Amos Lugolobi and Xavier Kyomya that the development blue print that is set to be launched by president Yoweri Museveni later this month is utopian, citing the example of Asian economic tigers like Singapore, South Korea and Malaysia – countries that have achieved first world status in less than 50 years.

“If we have security, power, good road and railway network, a healthy, educated and skilled population vision 2040 is feasible,” Kasaija said as MP Rose Akol reminded him of vision 2025 that government has long abandoned.

MPs heard that vision 2025 failed to takeoff due to absence of a legal framework to anchor its development aspirations, with many of the development goals it highlighted captured in vision 2040.

The 2010 baseline data from Uganda Bureau of Statistics indicates that Uganda’s per capita income and Gross National Product (GDP) are USD$506 and USD$17b respectively.

However, besides seeking to reduce people wallowing below the bread line from 24.5 to 5 of the total population, vision 2040, if realized will see per capita income and GDP rise to $USD950 and $USD580b respectively.

OPM currently superintends over 10 ministries and a string of donor funded development projects, especially in Karamoja and Northern Uganda.
