The Police foiled a terrorist attack on October 9, in Kampala, Police Chief, Gen. Kale Kayihura has revealed.
Two improvised explosive devices classified as Fuel Air Explosives that the attackers had assembled for the attack were recovered and disabled, Kayihura said.
“That is why I was not at Kololo during the Jubilee celebrations,” he said. Kayihura said the incident is still under investigation.
Over the same period, according to him, the Police also arrested seven people found with rocket launchers, guns and grenades.
He said investigations have established concrete evidence linking the suspects to rebel activities and terrorism, with the intention of destabilising security in the country.
“We are finalising investigations, and once they are complete, the suspects will be arraigned in court,” Kayihura said yesterday.
He said another 31 people were arrested from different parts of the country during the same period over various offences ranging from treason and terrorism to incitement to violence.
Kayihura said 27 have been charged in court and four released on bond pending further investigation.
He also revealed that there are some young people who are being trained in Kenya, DRC and Tanzania to return here and destabilize Uganda.
Responding to journalists’ questions, Kayihura said he cannot link the treason and terrorism activities to Forum for Democratic Change president Dr. Kizza Besigye but said he cannot also rule it out since he has openly said he wants to overthrow the Government violently.
Kayihura expressed concern at accusations of human rights abuses levelled at the Police.
He said the Police endeavours to abide by the law in handling suspects in custody including observing the law imposed time-limit of 48 hours. He said however, that there are instances when the law can be broken.
Kayihura added that the Police will continue to abide by the law and strive to produce suspects in court within the stipulated time. On the mysterious murders, Kayihura said there is no evidence of organised crime or rebellion as speculated.
He said the manner in which three mysterious incidents of murder were carried out is what fed into the rumours of organised ritual murders or even rebel scare.
