The traffic Police issued receipts worth sh241m to offenders in 10 eastern districts under the express penalty scheme last year, the traffic annual report indicated. Fabian Betubiza, the eastern traffic chief, said whereas the scheme had eased traffic work, some drivers abused it, especially when they are allowed to take their vehicles before paying.

Candidate misses rallies

The NRM candidate in the parliamentary byelection, Sulaiman Balyejjusa, on Saturday disappointed supporters when he failed to show up at rallies. His public address system, positioned on a truck, parked at Kitukiro trading centre, drawing a crowd. About two hours later, he was nowhere to be seen. Simon Kisaame, a resident, noted that Balyejjusa had started on a wrong footing.
