He strongly condemned and promised to imprison the head teachers in the schools charging parents what he called ‘development funds’ and yet the education ministry is allocated funds for development. What we need to do is to come up with a method of accountability for all the money parents pay.
In most UPE and USE schools, such fees, if collected and used honestly, would be very helpful. Most of the time the Ministry of Education does not release the money to run schools in time.
This inevitably affects the schools’ performance for which the head teachers are answerable! imprisoning the head teachers will not solve the problem because the Government also shares the blame. Desmond Kenyi Koboko
