What a policy on garbage!

EDITOR— There is a very disturbing occurence I have observed recently in Kampala. As a law-abidding citizen concerned with maintaining a clean environment, I always dispose of rubbish in the KCC rubbish skips in Kiwatule. Recently, as I took some garbage to the skip, some KCC goons dressed in Escom wear demanded that I pay them sh2,000 to dispose of the rubbish in the public KCC bin.

I refused and proceeded to the rubbish skip near Shell Bukoto in Ntinda. there too, I found Escom employees who made the same demand. in desparation, I proceeded to the skip by the Bukoto flats but it was the same story. Eventually, I had to return the rubbish to my home.

Is it an official KCC policy that to dispose of rubbish one has to pay the escom fellows? Is this disposal price affordable to the poor? This thoughtless act by KCC will lead to irresponsible rubbish disposal which will have the long term effects of poor sanitation in Kampala’s suburbs.
