Disciplinary action should be taken against the Moyo district chief administrative officer (CAO) and secretary to the district service commission (DSC) over quoting non-existing DSC minutes.
In a letter dated April 20, 2005, the IGG accused Peter Julius Odongkara and Victor Bua Leku of forgery, uttering false document and abuse of office.
“The CAO and DSC secretary should be taken before the DSC for disciplinary action,” the letter states.
The report said the principal finance officer was recruited unfavourably.
It said the two officers “falsely referred to and premised an official decision to change the designation and salary of Paul Ukuni on non-existent DSC minutes.”
The IGG reported that due to the change of the minutes, Ukuni earned a higher salary than his due scale.
Paul Ukuni was dismissed from office as chief financial officer following the recommendations of the IGG over embezzlement.
The IGG also recommended the removal of four district tender board members over lack experience.
The LC5 chairman, Peter Iku Dolo (left), is to act as CAO after Odongkara’s interdiction.
