Besigye scoffs at UPE policy

Forum for democratic change (FDC) leader Dr. Kiiza Besigye has condemned the Universal Primary Education programme, saying it was a total failure and “dangerous” to the young generation.

Addressing a crowd at Hoima Boma Ground on Tuesday, Besigye said the UPE programme had adversely affected the education standards due to lack of good and motivated teachers.

“When teachers demand better pay, the Government ignores them and then you hear the next day they have stolen sh5b to give to Basajjabalaba. FDC will provide good teachers who will be well paid,” he said.

Besigye, who arrived in Hoima town from Masindi in his open roof Land Cruiser, first made a procession in part of the town with a fleet of bodaboda cyclists, wielding tree branches.

He was accompanied to Hoima by FDC secretary general Maj. Gen. Mugisha Muntu, his envoy Beti Kamya and Hajji Obeid Kamulegeya.

Supporters kept vigil at the venue for over two hours, waiting to see their man who was supposed to address the gathering at 10:00am but arrived at 6:00pm.
