By Kenneth OtimELECTIONS for LC3 chairman and councillors flopped yesterday in Soroti district when the Electoral Commission (EC) headquarters in Kampala failed to deliver ballot boxes and papers in time for the voting exercise.Residents expressed their anger for being unable to vote as they had to report to their work place in time. By 2:00pm there were no ballot boxes and presiding officers although voters were already at the scene.“When shall we vote? They told us we can vote between 7:00am and 8:00am before we go to work but there is no sign of any voting,” one resident complained.Meanwhile, voting started very late in most parts of Masaka due to the downpour that went on throughout the morning. In other areas ballot boxes arrived late and voting began as late as 2:00pm.Many voters got stranded at polling stations after failing to find their names in the registers. In Kirumba B in Masaka town none of the voters voted as all the names on the register were from a different polling station.District returning officer Joseph Mukwaya said the exercise was full of confusion. He said he had referred the anomalies to the EC but did not get a response in time.Ends
