By Milton Olupot PRESIDENTIAL candidate Francis Bwengye has asked the people of Teso to vote him president in the March 7 elections, saying he would re-stock cattle in the region. He said through the re-stocking exercise, he would rejuvenate the animal farming industry that was the backbone of the Teso economy. Bwengye was last week addressing rallies in Soroti, Kumi and Kaberamaido districts. He lashed at President Yoweri Museveni's government for neglecting eastern Uganda and concentrating on developing only the west. Bwengye lamented the state of poverty in the area and promised concessions for small-scale industries and to reduce electricity tariffs to attract industrial investment. He also promised to start training schemes for the Teso youth to equip them with business skills. Bwengye said presidential candidate Col. Kizza Besigye may prove to be worse than Museveni, if elected president. Bwengye opened his campaign office at Market street in Soroti town. He promised free education from primary to university level. "I am not going to let education be for only the rich as Museveni has done," Bwengye said. He said the government was currently spending sh2b daily to maintain the UPDF in Congo. Bwenge said he would withdraw the army from Congo if elected President. He attacked the NRM government for promoting nepotism in the country, giving an example of former justice minister Joseph Ekemu who was jailed over sh110m meant for re-stocking Teso, while corrupt officials from the west were being left at large.
