Kikuube residents list demands ahead of Museveni campaign in district

Top concerns, include electricity shortages, rampant theft of domestic animals, deteriorating healthcare services and poor road infrastructure. Residents of Buhimba town council in Kikuube district have compiled a list of what they are calling urgent concerns to present to President Yoweri Museveni during his campaign visit on December 13, 2025. 

Top concerns include electricity shortages, rampant theft of domestic animals, deteriorating healthcare services and poor road infrastructure. These issues were brought to the fore during a community meeting organised by the Resident District Commissioner (RDC) to gather grievances affecting service delivery.

At the meeting, attended by local leaders, security officials and Members of Parliament, residents said systemic challenges are stifling progress.

Vicente Ndozereho, a resident of Kigaya East village, lamented the lack of electricity, which he said has stifled economic growth. 

“Delayed electricity connection has left trading centres stagnant. Welding businesses, salons and bars cannot operate without power,” he said, urging leaders to prioritise the issue during Museveni’s visit.

Joseph Rumanyoha of Buhimba Village raised alarms over escalating livestock theft. 

“Thugs are stealing cows, goats, chickens, and pigs, forcing families to sleep outdoors to guard their assets,” he said. 

“We’ve reported this to security, but nothing changes. Our livelihoods are at risk.”

Healthcare was another key concern. Buhimba town council mayor Mugisa Musa said there is a need to upgrade Buhimba Health Centre III to a Level IV facility.

“The centre serves 50,000 people but lacks drugs, staff and space,” he said, adding that upgrading it would ensure better care and attract necessary resources.

Action plans

Kikuube RDC Godwine Agaria Kasigwa pledged intensified security measures, including night patrols, to curb crime and livestock theft.

He, however, also cautioned residents against letting their livestock roam at night. 



Kasigwa directed the Police to investigate vandalism of campaign posters, calling it a punishable offence after Steven Itaza Asera, Member of Parliament for Buhaguzi East, reported widespread destruction of his and Museveni’s materials.

“My posters and those of President Museveni that were posted in different areas have been torn by unknown people in the constituency, please, security help us to get these criminals”, he asked during the meeting," Itaza said.

Kikuube’s Woman MP, Florence Natumanya, urged residents to rally behind Museveni and the National Resistance Movement party, citing achievements, including poverty eradication programmes, such as the Parish Development Model and Emyooga. 

“These initiatives have improved roads, health, and peace,” she said. “We need your votes to continue this progress.”

On the issue of poor service delivery, Kasigwa said several issues were raised during the meeting, and that they were noted. He promised that they would be presented to the President and urged the residents to turn up in the big numbers to listen to their president and candidate.
