Who are the paver gangs terrorising people in Kampala, Wakiso Luwero?

“We operate in a group of 10 people. For instance, before we execute any mission, we ensure that our motorcycle riders have a backup to guard them. Another team camps outside the targeted victim’s premises, while others do the search inside the house,” a suspect told detectives. The suspect added: “Raping sometimes comes as a by-the-way, because our main focus is always on mobile phones, money and other electronic household items.”
