“His legacy will remain for the Uganda people to build on,” Dombo added.

Relatedly, the Buganda Kingdom also issued a public announcement mourning the passing of Dr. Luyombya, one of the longest-serving members of the Lukiiko, the administrative organ of the Buganda Kingdom.

The message from Mengo was posted on one of Buganda's social media sites.

A renowned Urologist, he was one of the first 37 members of the first National Resistance Council which is the 5th Parliament of Uganda between 1986–1996

Among the pioneers of NRM’s external wing with a liaison office in Kenya’s capital Nairobi, Luyombya in one of his press interviews said that he was “recruited" by among others Haji Moses Kigongo.

Kigongo, the Vice Chairman of NRM, he added, was among the group who persuaded him to join the politicians aggrieved by the results of the 1980 general elections.

At the time, Luyombya was working at Mulago Hospital.

Luyombya in the 2013 media interview narrated that he told the Kigongo team who included Kirunda Kivejinja about his reluctance to join another group since he belonged to the Uganda Patriotic Movement of Prof Yusuf Kironde Lule.

At a later stage, Eriya Kategaya managed to win him over and linked him up with another group in Kenya who included: Sam Kalega Njuba and Matthew Rukikaire operating clandestinely in the Hurlingham suburbs and Nairobi’s Intercontinental hotel.

Apart from being a legislator, Luyombya also served as a member on the Commission of Inquiry into the violation of human rights in Uganda.

Other Commissioners included: Justice Arthur Oder (chairman), John Nagenda, Dr. Edward Khiddu Makubuya, Joan Kakwenzire and John Baptist Kawanga.

Former Vice President Ssekandi was the lead counsel While Bwangamoi Okello was Secretary.
