Southwestern NRM mobilisers petition party leader over 'unfulfilled campaign payments'

Over 4,000 National Resistance Movement (NRM) mobilizers in southwestern Uganda have jointly petitioned the party chairman, President Yoweri Museveni, over alleged unpaid campaign dues.

In their petition dated May 1, 2026, they are claiming "our proposed payment that was not fulfilled" after the January 15 elections.

The group say they are members of Team Peace Rugambwa Door to Door Mobilisation for NRM flagbearers across 12 districts.

The districts are Rukungiri, Mitooma, Kabale, Rubanda, Rukiga, Kisoro, Ntungamo, Sheema, Bushenyi, Kabale, Rwampara and Kanungu.

Rugambwa is the senior presidential advisor on agriculture.

The petitioners say that during their engagement with her, "we were mobilized and promised to be paid after campaigning for NRM party flagbearers".

They list the alleged promised payments as;

▪️sh3 million for each district chairperson
▪️sh1.5 million for each constituency chairperson
▪️sh750,000 for each sub-county chairperson
▪️sh300,000 for each parish coordinator across 12 districts (each parish was having four coordinators)


The petitioners are led by Collins Mumpe, who refers to himself as the Head of the Advance team and chairman of the Mitooma district of the Team Peace Rugambwa Door to Door Mobilisation for NRM flagbearers.

They insist they played a key role in Museveni's re-election for a sixth term of office.

"To our dismay, we have never received any shilling from Peace Rugambwa (SPA). However, we continue to get information that this money was received but it has never reached the intended beneficiaries," read the petition.

"We are seeking your [Museveni's] good office to intervene in this matter."

In copy of the petition is the NRM party vice-chairman, secretary general, treasurer, vice-chairman for western region and all NRM party district chairpersons.

When contacted for comment, Rugambwa said she has not received the money and that even the President is aware. She asked the mobilisers to be patient while she works on their matter.

“I appreciate the efforts they made towards the party flagbearers, though there are some people like Collins Mumpe that I don’t know, because I never worked with them," she said.


The petitioners say their unpaid dues total sh2.4 billion.

Mumpe said after the mobilization work, they never heard from Rugambwa again.

He said they have tried every office but failed, which has forced them to petition the party chairman in a bid to receive their claimed money.

Centenary Bamwine, the coordinator for Rwampara district, said they never wrote any agreement because they trusted Rugambwa.

He said that at least 4,205 mobilisers are demanding unpaid dues.
