MPIGI - Alliance for National Transformation (ANT) presidential flag-bearer Maj. Gen. (rtd) Gregory Mugisha Muntu and the Police in Mpigi Town Council on Thursday, October 16, 2025, clashed over a campaign venue.
It all started after Muntu, who had earlier in the day canvassed votes in Kamengo, entered Mpigi at about 2:30pm and headed to the open space near the town’s market.
Only to be blocked by Mpigi District Police Commander (DPC) Robert Kuzaara over space constraints.
Kuzaara instead asked the former army commander to relocate his activities to Park Village, which was 200 meters away.
Visibly angered, Muntu, while addressing supporters at the new venue, delivered a foreboding warning to the National Resistance Movement (NRM) Government.

He said that many leaders often rely on guns and forget that without the people’s will, it itself is useless.
Arguing that much as they, the National Resistance Army captured power, it was mainly because of the popular support they received from citizens.
Unfortunately, he said it appeared those who remained in the ruling NRM have thrown caution to the wind and opted to suppress the people using the muzzle of the gun.
Since Museveni, on his own accord, has refused to throw in the towel, Muntu asked the voters to defuse the uncertain situation, akin to a time bomb, using their votes.
While change is inevitable, he said it was important that the transition is smooth to avoid a repeat of what is happening across the continent.


Adding that this would also save the country from power struggles that have brought Sudan to its knees.
It should be noted that Sudan slipped into civil war when long-ruling President Omar El Bashir was toppled by a civilian uprising three years ago.
Apparently, the country is effectively split between the Government led by Gen. Fattah El Burhan and Mohammed Dagalo of the paramilitary Rapid Support Forces (RSF).
"General Museveni should not be the one repeating the misdeeds of those whom we fought. I usually tell people that General Bashir had the army, Police and intelligence service, what happened. Remember, Sudan was the first to get independence in 1960, while ours came in 1962. But when you look at the wars in Sudan, why should we get there? Please retire General Museveni, and he rests, we shall not persecute him,” he implored.
“You remember the President of Zimbabwe, Mugabe, he trampled on people, and it reached a time when he touched a trigger by arresting the vice-president whom she wanted to replace with his wife, Grace Mugabe. The same people he had fought with removed him from power,” Muntu added.


At the tail end, he said it takes a great effort to restore a collapsed county.
"I want to tell those who are still supporting General Museveni to kindly retire him. To those who are still in the army, Police and intelligence services; Uganda belongs to us as well. We are 45 million, General Museveni is one. It is in his interest to retire and leave the country in peace,” Muntu observed.
Turning to those in the army, Police and intelligence, he asked them to exercise caution and professionalism, lest their own self-perpetuated acts of impunity could catch up with them when power changes.
"Change must happen. Whether it rains, shines or storm blows. Expect it, think about how to behave like adults, responsibly for our country to remain peaceful,” he summed.
Muntu, throughout his campaign trail that has taken him to over 10 districts, has often reiterated the same. Often using past regimes, especially that of the late President Milton Obote as a textbook reference.


Victim of land grabbing
At Kiriri town, Mpenja in Gomba, Muntu told voters that a few weeks ago, he won a court case where an individual with connections to the state wanted to grab his freehold land neighbouring Kiruhuura, which he bought years back.
The man whose name he declined to reveal in total disregard of laid-out legal principles had irregularly processed a land title.
“As a man of peace, when this scenario came up, I went to court and patiently waited for the verdict, which by God’s will was in my favour,”.
