PLU Secretary General issues tough guidelines for members

The Patriotic League of Uganda (PLU) Secretary General, Twalla Fadil, who is also Tingey County Member of Parliament today (July 23, 2026) issued new tough guidelines aimed at taming members who were misusing the organisation's name and image.

Using his X-platform, Fadil also cautioned the organisation members against engaging in extortion, participating in any criminal activities and physical attacks on fellow PLU members or any other Ugandan, as well as dressing in military or paramilitary uniforms.

“Any member found engaging in such acts will face appropriate disciplinary action, as these behaviours are contrary to the values and principles of PLU,” Fadil stated.

PLU is a civic organisation whose patron is Gen. Muhoozi Kainerugaba, the Chief of Defence Forces.

Fadil said he issued the statement after observing some issues in the past few months he has been serving as the PLU Secretary General.

“After observing a few issues from the day I assumed office, I wish to issue the following statement; PLU is an organisation firmly built on the rule of law and all we do is guided by the strict tenets of the law. We will not tolerate or condone any breach of the law by any member. Accordingly, all PLU members are strongly warned against; engaging in extortion; participating in any criminal activities and physical attacks on fellow PLU members or any other Ugandan; dressing in military or paramilitary style uniforms,” Fadil warned.

He added;no individual or group is permitted to organise, convene, or announce any event, programme, or activity in the name of PLU without the prior knowledge and, where necessary, explicit clearance from the Office of the Secretary General and Chairman, Gen. Kainerugaba or Central Committee members. We urge all members to uphold the highest standards of discipline, integrity, and respect for the law as we continue to build a credible and respected organisation and all its leaders.”

He also urged those who have differences to contact the secretariat to have them resolved. "The secretariat is open, we want a united PLU and I am available to receive your complaints so that we can find a way of solving them. Fighting is never a solution.”

Initially formed in 2022 as the MK Movement to celebrate Gen. Kainerugaba’s birthday and support his political ambitions, the group officially relaunched as PLU. While officially registered as a non-partisan civic organisation, it operates as a highly influential political vehicle with a growing network of government officials, cabinet ministers, and members of parliament.

On June, 15, 2026, Gen. Kainerugaba announced a major restructuring of the PLU, in which Fadil was appointed as Secretary General, replacing Kasambya County MP David Kabanda after his three-year tenure.

Kainerugaba explained that he will appoint a new membership of the Central Committee but retained four specific members on the committee: Michael Nuwagira, Edwin Karugire, Michael Mawanda, and Andrew Mwenda.

Kainerugaba would later appoint Among Speaker of Parliament Jacob Oulanyah Oboth-Oboth and Deputy Speaker Thomas Tayebwa, who were named as special envoys to Parliament.

Other appointments include ministers Frank Tumwebaze, Kiryowa Kiwanuka, Hussein Kashillingi, Sanjay Tanna, Media Centre Executive Director Alan Kasujja, and Kwame Ruyondo, who was described as representing National Resistance Army historicals.
