She then handed over the report to the NRM secretary general, Richard Todwong, who received it on behalf of the party that has led Uganda uninterrupted for 40 years.

“This is the first time in our record to receive a report on how our manifesto has been implemented. Under a multiparty political dispensation, parties compete based on their manifestos, and the competition for a political space is a competition for manifestos. And when we get voted as we have just been voted and how we have been voted before, it is the manifestos that have been voted for,” Todwong said.
