New LC1s told to wait for swearing-in before taking charge

The Electoral Commission has cautioned newly elected LC1 chairpersons against conducting any official business before they are formally sworn in and receive their instruments of power.
Gastervus Kakaire, the Masindi district election administrator, said recently elected village and cell chairpersons have not yet assumed office and therefore lack the legal mandate to transact any official business.
Kakaire clarified that the directive applies to all individuals, including former chairpersons who did not contest, those who lost the elections and the newly elected leaders.
He stressed that none of them should handle matters such as land transactions until they are officially sworn in.
Acknowledging the current leadership vacuum at the village level, Kakaire assured residents that the situation would soon be resolved.
He explained that town clerks and chief administrative officers would organise the swearing-in ceremonies and officially hand over the instruments of power to the elected LC1 chairpersons.

Meanwhile, Kakaire confirmed that the Electoral Commission is proceeding with the local council electoral roadmap.
Following the completion of the LC1 elections and the ongoing parish Women Council elections, LC2 elections are scheduled for Monday, August 10, 2026. Elections for Women Councils will then continue at the sub-county, district and national levels.
According to Kakaire, LC2 elections will be conducted by voters lining up behind candidates, while district-level elections will use ballot papers cast by elected committee members or electoral colleges.
After these elections, the lists of electoral college members will be submitted to the national level to participate in the national council elections.
