Museveni promises wide infrastructure expansion after Tororo district split

President Yoweri Kaguta Museveni has assured the people of Tororo that the government has completed its role in resolving the long-running administrative concerns that local leaders have raised for years.

Addressing a large crowd at Lions Park during a campaign stop on Friday, November 14, the President said the issues surrounding new districts and the elevation of Tororo Municipality had already been concluded at the government level.

Cabinet in September this year approved the creation of three new districts, namely Mukuju, Mulanda and Kisoko, and elevated Tororo Municipality to city status to serve as a neutral administrative unit.

The NRM presidential flag bearer told residents that he would “check with the Attorney General” to ensure that the remaining legal processes are completed, noting that the concerns brought forward by Tororo leaders “were finished on our side.”

Much of his address focused on infrastructure, which he described as the backbone of the NRM’s 2026 to 2031 manifesto. He announced government support for the Tororo to Nagongela to Kisoko to Busulwe to Busaba road.

He added that works on the Busia to Tororo road were progressing. “These roads support production,” he said, adding that movement, trade and market access depended on continued investment in economic infrastructure.





In the health sector, President Museveni outlined plans to upgrade Malaba, Lyolwa and Paaya HCIIIs to HCIV status. Nineteen HCII facilities across the district will also be elevated, and the changes are expected to eliminate the 16 sub-counties that currently lack government health centres.

Turning to education, he criticised the continued charging of school fees in government schools, calling it a national barrier that undermines enrolment despite heavy investment in infrastructure. He told party supporters that thousands of children still drop out because of fees. “School fees are a danger. The future of these children is being destroyed.”

Senior NRM leaders echoed the President’s message.

Speaker Anita Among, the NRM second national vice chairperson, pledged to ensure that district-related directives are followed through. 

Calvin Echodu, the NRM vice chairperson for the eastern region, praised residents for turning up in large numbers despite heavy rain.

The NRM Tororo district chairperson, Yeri Apollo Ofwono, thanked the President for creating Mukuju, Mulanda and Kisoko districts and for granting Tororo city status.
