At the beginning of 2003, Matembe revealed her New Year’s resolution, stating: “I want to get closer to God so that He can control my life.” During that year, she, along with fellow ministers, Bidandi Ssali, Eriya Kategaya and Sarah Kiyingi, vehemently opposed the scrapping of presidential term limits from the 1995 Constitution. Her stand put her at conflict with those who wanted term limits scrapped for Museveni to vie again for presidency in 2006.
