Mao’s senate proposal splits MPs

“We are proposing that there will be a senate in Uganda to moderate what is perceived to be unruliness in the lower house. The Senate is an upper house. It is a way of ensuring the quality of building blocks that make Uganda,” Mao said.

Undeterred, Mao, who doubles as Democratic Party (DP) president, insists that only an upper chamber, separate from the current house of 557 lawmakers, can breathe an air of sanity into the country’s often chaotic and crowd-driven politics.
