The Speaker of Parliament, Jacob Marksons Oboth, has commended the people of Kiboga for what he described as their bold decision to elect Desire Muhooza as Woman Member of Parliament.
He said that “good things and good days” had just begun for the area, adding that Kiboga was likely to benefit significantly following Muhooza’s appointment as Minister of State for Agriculture, Animal Industry and Fisheries.

“For me I was never appointed a minister on my first term in Parliament, I became a minister after two terms in Parliament, that is when Moses Byaruhanga (senior presidential advisor/presidential assistant on political affairs) gave a good report and recommended me for a ministerial appointment,” he said, adding that God had favoured Muhooza by elevating her to a ministerial position in her first term in Parliament.

“When I came to Kiboga after the elections to join Muhooza for her victory celebrations, I told you people that you had made the right choice,” he said.
He further said he had previously visited Kiboga alongside Hillary Onek (Minister, Office of the Prime Minister in charge of General Duties) and Al Hajji Moses Kigongo (the National Resistance Movement 1st national vice chairman), noting that many people thought they were joking at the time.

“Now we are proved to have spoken the truth when the President appointed her as state minister for agriculture, which is the most important sector of our economy, and she has the passion,” he explained.
The Speaker was speaking on June 8, 2026, at a thanksgiving ceremony for Muhooza, shortly after she was sworn in as State Minister during a function held at State House, Entebbe.

The ceremony was later held at Sheraton Kampala Hotel and attracted more than 500 supporters from Kiboga, alongside staff from Operation Wealth Creation, where she previously served as a coordinator for Kiboga and the surrounding districts.
The event was attended by several high-profile guests, including Chief Justice Flavian Zeija and newly sworn-in ministers such as Norbert Mao, Jonard Asiimwe, and Justine Nameere. Members of Parliament present included Ruth Rujoki Mushabe (Kiruhura Woman MP) and Moses Mayanja (Busiro North), among others.

Other attendees included the executive director of the National Environment Management Authority (NEMA), Dr Barirega Akankwasah, the Algerian Ambassador to Uganda, Mourad Amokrane, Moses Byaruhanga, and Hajati Hadija Namyalo, head of the Office of the National Chairman.
The Speaker said he came to know Muhooza through President Yoweri Museveni, under whom she previously received various assignments, including work outside Uganda.

Chief Justice Flavian Zeija also congratulated Muhooza on her appointment, noting that while many people are elected to Parliament, only a few are appointed to Cabinet positions.

“This means that you were one of those who attracted the attention of people that His Excellency thinks can make him deliver his mandate for the coming five years,” he said, and congratulated the other ministers present.
