Incomplete peace tasks threaten South Sudan's elections: report

The commission also raised concerns about proposed amendments to the peace deal, noting that they lacked the required two-thirds majority vote from its voting members. Additionally, the RJMEC questioned the unilateral dissolution of the presidency, warning that the action directly violates the agreement.

JUBA — South Sudan faces mounting challenges before its scheduled Dec. 22, 2026 general elections, as unresolved political disputes and incomplete security preparations erode public confidence in the vote, said a report released on Wednesday.

The Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), which monitors implementation of South Sudan's 2018 peace agreement, said in its third-quarter report that critical election-related tasks remain incomplete despite the approaching vote. Only two months remain before the scheduled elections, while several critical election-related tasks of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan remain outstanding, RJMEC said in the report.

The commission also raised concerns about proposed amendments to the peace deal, noting that they lacked the required two-thirds majority vote from its voting members. Additionally, the RJMEC questioned the unilateral dissolution of the presidency, warning that the action directly violates the agreement.

The commission further highlighted that September's inter-party dialogue excluded key political parties and holdout groups, urging broader and more inclusive engagement to resolve ongoing disputes. Persistent armed clashes, intercommunal violence, and incomplete security arrangements have posed severe risks to voter registration, campaigning, candidate safety, and public trust in the election outcomes, according to the report.

The commission urged South Sudan's political parties to uphold the peace agreement, accelerate security preparations, and demonstrate the political will required to ensure a peaceful conclusion to the transitional period.
