EC holds residue elections for Nakawa KCCA councillor seat

Following the polls, Godfrey Luyombya of the National Unity Platform (NUP) was declared the elected LC5 Direct Councillor for Nakawa II Division after a re-run election in Naguru I and Naguru II.

The Electoral Commission (EC) on Thursday conducted residual elections at the LC5 Direct Councillor for Nakawa II Division level to fill the skipped positions in earlier polls that were disrupted by ballot paper swapping.

This brought to an end a delayed electoral process that followed irregularities in the earlier January 22nd, 2026, poll.

Despite the low voter turnout witnessed during the exercise, the tallying process of the polls took place several hours before the final results were announced.

Following the polls, Godfrey Luyombya of the National Unity Platform (NUP) was declared the elected LC5 Direct Councillor for Nakawa II Division after a re-run election in Naguru I and Naguru II.

The declaration was made by returning officer EC Jennifer Kyobutungi at  2:20 am,  Friday morning, at the Makerere University Business School  (MUBUS) playgrounds tally centre, nine hours after the close of polling.

“Accordingly, as Returning Officer for Kampala EC District in accordance with section  147(1) of the Local Government Act Cap138, I declare Godfrey Luyombya, who obtained the largest number of votes, to be elected for Nakawa 11 electoral Area Kampala district,” said Kyobutungi.

According to the final results, Luyombya, who participated in the race with others, secured 5,066 votes, in addition to the 4,887 votes he had recently obtained in the earlier poll conducted on January 22nd, 2026.

His closest rival, Emmanuel Kituusi of the National Resistance Movement (NRM), garnered 2,729 votes, up from the 2,551 votes he had previously received.

The re-run election was organised after voting in Naguru I and Naguru II was halted during the earlier poll due to reported irregularities.

In an interview with New Vision, Kituusi said, “I filed a petition to the EC complaining that the ballot papers delivered to Nagulu I and  Naguru II were swapped with others from polling stations, calling for fresh elections.

 Kituusi said, “I accept the results because the re-run elections were held following a petition I filed to the EC.

“I had challenges of mobilisation, as a candidate from NRM. While my rivals from the opposition made a “Protest Vote’ against the voters in order to retain their victory recently," Kituusi added.

Speaking shortly after being declared the winner, Luyombya thanked his party leadership, voters, and polling agents for their support throughout what he described as a challenging election process.

Luyombya said, “My victory was a result of the resilience of his supporters and pledged to represent the people of Nakawa II effectively.”

Naguru II electorate

According to sources, Naguru 11 is composed of 33 villages with 64 polling stations. Naguru 1 is composed of 2 villages with 12 polling stations.

Naguru 2 also has a total of 39,700 registered voters, while Naguru 1 has 7,060 registered voters.
