Khadijah Nakakande has taken over as the new head of communications at the Ministry of Works and Transport.
She replaces Susan Kataike, who was transferred to the Ministry of Justice and Constitutional Affairs.
This follows a decision by the permanent secretary of the Ministry of ICT and National Guidance, Dr Aminah Zawedde, to restructure the transport ministry's public relations department.
Among the other changes, senior communications officer Allan Ssempebwa was moved to the health ministry, swapping places with Emmanuel Ainebyoona, who is now at the transport ministry.

Before her new appointment, Nakakande was the principal communications officer at the Ministry of Trade, Industry and Cooperatives.
She previously served as head of communications and public relations at the National Agriculture Advisory Services (NAADS) from June 2019 to October 2025.
Kataike was absent during the handover on Monday (October 5). It emerged that she had petitioned the head of Public Service, Lucy Nakyobe, against her removal from the ministry.
Last November, Kataike, who has served at ministry for nearly 20 years, petitioned Nakyobe after PS Zawedde transferred her to the Ministry of East African Community Affairs.
In a letter dated September 1, 2026, Zawedde says Kataike's earlier deployment had been "cancelled" and was now moved to the justice ministry.
“This is to inform you that your deployment to the Ministry of East African Community Affairs has been cancelled. Instead, you have been deployed to the Ministry of Justice and Constitutional Affairs for assignment of duty," says the letter.
“You are advised to hand over office in accordance with Section F-d of the Uganda Public Service Standing Orders, 2021 and report to the Permanent Secretary, Ministry of East African Community Affairs for assignment."
Zawedde requested the PS of the works and transport ministry to release Kataike and forward her personal records, particulars of service and other relevant documents to her new duty station for use and safe custody, “while the PS, Ministry of Justice and Constitutional Affairs, is requested to notify the ministry of the date you report and assume duty”.
