KAMPALA - A 48-year-old woman, Jamila Kemigisha Karakwende, has been charged with allegedly concealing land title documents belonging to the estate of the late Issa Karakwende.
Kemigisha, a farmer and resident of Rucence Cell in Mbarara District, appeared before Buganda Road Chief Magistrate’s Court, presided over by Principal Magistrate Winnie Nankya Jatiko, where the charge was read to her. According to the charge sheet, the accused is charged with concealing a deed, contrary to Section 259 of the Penal Code Act, Cap. 128.
Prosecution alleges that between 2022 and 2025, at Uganda House in Kampala, Kemigisha, with intent to defraud, concealed documents constituting evidence of title to land comprised in Block 5, Plots 3357, 3354, 3352, 3351, 3358, 3350 and 3359, situated in Rucence, Rugando Cell, Mbarara District. The land is said to belong to the late Karakwende's estate.
Prosecution further alleges that in October 2022, a surveyor identified as Gedeon Twimwijukye was contacted by Ann Asihmwe and other family members and assigned the task of processing the transfer of their late husband’s and father’s land into the names of the selected administrators of the estate.
The proposed administrators reportedly included Asihmwe, Jawirah Kemigisha, Jackline Anderdo and Swalleh Kasisi.
The surveyor was also allegedly instructed to oversee the sub-division of the land into portions for 10 beneficiaries.
The charge narrative indicates that the sub-division process was facilitated, but the surveyor allegedly failed to hand over the resulting land title documents to the intended beneficiaries, reportedly giving excuses that he had been instructed by his lawyer to retain the titles for custody.
When questioned, the surveyor allegedly stated that some of the land titles had been given to Kemigisha and other individuals. However, the documents were reportedly not handed over to the rightful owners, prompting allegations of concealment.
Kemigisha remained silent when the charge was read to her, and the court remanded her to Luzira Prison until October 30, 2026.
