Who is UEDCL new acting managing director Eng. Rwakakooko?

The Board of Directors of Uganda Electricity Distribution Company Limited (UEDCL) on May 2, 2026, announced the appointment of Eng. Joselynne Rwabwogo Rwakakooko as acting managing director.

Rwabwogo replaces Paul Mwesigwa, who was sent on forced leave by the Minister of Energy and Mineral Development, Ruth Nankabirwa, alongside the sacking of UEDCL board chairperson Lydia Ochieng Obbo as part of governance and management changes at the agency on Saturday morning.

In a statement dated May 2, Stella Marie Biwaga Cingtho, UEDCL’s interim board chairperson, said Eng. Rwabwogo brings a wealth of experience to the role, having served within the senior management team and possessing over 20 years of experience in electricity distribution, commercial operations and large-scale utility management.

“She has a proven track record of leading institutional transformation, improving operational performance, and delivering sustainable growth within complex and evolving power sector environments,” Biwaga said in the statement.

In the same statement, Biwaga said the board “extends its sincere appreciation to Mwesigwa for his dedicated service to UEDCL over the years as Managing Director”.

“The Board wishes to reassure the public, partners, and all stakeholders that UEDCL remains stable and fully operational. The Company has strong institutional systems and a capable workforce, and will continue to deliver on its mandate with excellence. This leadership transition will not disrupt ongoing operations,” she noted.

Prior to her appointment in an acting capacity, Eng. Rwabwogo served as UEDCL’s chief commercial and operations officer, a position she has held for the last one year. 

Rwabwogo was one of Umeme’s former top executives who joined UEDCL’s senior management team during the transition last year. 

Prior to joining UEDCL, she served at Umeme in different capacities, including as head of network operations for nearly six years and customer service engineering manager for over five years.

On the professional networking platform LinkedIn, Rwabwogo describes herself as a senior energy sector executive and electrical engineer with over 20 years of experience in electricity distribution, commercial operations, industry and utility transformation. 

“I bring a proven track record in utility reform, revenue optimisation, loss reduction, and customer-centric transformation, with deep experience in managing grid operations and large-scale electrification programmes.

My work has focused on strengthening operational discipline, improving service reliability, and delivering measurable commercial outcomes in complex and evolving power sector environments. I have led cross-functional teams through periods of transition and growth, building high-performing teams anchored in accountability, execution, and continuous improvement,” she writes on LinkedIn. 

She adds that she is committed to advancing energy access, supporting national development priorities, and building resilient, financially sustainable and future-ready power utilities.
