Who is Justice Naluzze, Uganda's newly appointed IGG?

President Yoweri Museveni on Tuesday (October 7) appointed Justice Aisha Naluzze Batala as the new Inspector General of Government (IGG), replacing Beti Olive Namisango Kamya, whose four-year contract expired on September 24, 2025.

Deputy Press Secretary Faruk Kirunda, in a message shared on his X-platform, said the “deputy IGGs, Dr Patricia Achan Okiria and Anne Twinomugisha Muhairwe have been maintained in the positions.”

Kirunda noted that, “accordingly, the names of the appointees have been forwarded to Parliament for vetting. Congratulations to the appointees!”

Before she was appointed a high court Judge in 2023, Justice Naluzze was a former prosecutor working with the Office of the Director of Public Prosecutions (ODPP), where she served for 18 years, having grown through the ranks to the position of Assistant Director of Public Prosecutions.

She has a wide range of experience in prosecution, right from the subordinate courts to the Supreme Court.

Before joining the ODPP, Justice Naluzze served as a Legal Assistant at F.Mukasa and Co. Advocates from 2003 to 2005.

She holds a Master’s degree in Management Studies from the Uganda Management Institute, Kampala.

She has equally attended short courses from the Auschwitz Institute for the Prevention of Genocide and Mass Atrocities, trafficking in Persons from TIP Prosecution Academy (TOT) 2022 and Crime Prevention and Criminal Justice, organised by the Korea International Cooperation Agency and the Legal Research and Training Institute under the International Cooperation Program of the Government of Korea.
