A total of 61,570 public officers, who failed to declare their incomes, assets and liabilities by the April 30, 2026, deadline, have been directed to write to the Deputy Inspector General of Government (D/IGG) explaining their non-compliance.
The officers are required to state the reasons for their failure to declare and attach supporting evidence and submit their letters to the Inspectorate of Government (IG) headquarters in Kampala.
“We advise all public officers, who did not declare within the specified period to write to the Deputy Inspector General of Government and submit their letters to the Inspectorate of Government headquarters at Jubilee Insurance Building, Plot 14 Parliament Avenue, Kampala,” the Inspectorate stated in a statement issued today (June 10).
Addressing journalists at the Uganda Media Centre on May 25, this year, the Inspector General of Government, Justice Aisha Naluzze Batala, revealed that 61,570 public officers failed to declare their incomes, assets and liabilities by the April 30 deadline, and risk prosecution before the Leadership Code Tribunal.
According to the IGG, a total of 302,800 public officers were registered on the Inspectorate’s online declaration system during the 2026 exercise. Out of these, only 241,230 public officers submitted their declarations, representing an 80 percent compliance rate.
The IGG stated that the exercise registered improved compliance compared to the declaration period conducted in 2021.
Batala noted that during the 2021 declaration exercise, 240,000 public officers were registered on the system, but only 185,000 submitted their declarations, translating into a compliance rate of 75 percent. Consequently, 57,920 public officers failed to declare their wealth during that cycle.
She cautioned that under the Leadership Code Act, failure to declare wealth attracts a range of sanctions, including fines, demotion, dismissal from office, vacation of office, and the confiscation or forfeiture of illicitly acquired assets and gifts.
Under the law, all public officers are required to declare their wealth after every two years. A public officer is any person working in a ministry, department, agency or local government.
