UEDCL ED makes new appointments as she takes charge

Even though UEDCL did not indicate what had befallen the other previous officials, sources at UEDCL said they had been asked to step aside following the commencement of a probe against them.

Five days after being appointed the acting Managing Director of Uganda Electricity Distribution Company Limited, Eng. Joselynne Rwakakooko, has carried out a raft of new changes at the utility company, appointing new office bearers. 

In an internal memo to staff dated May, 6, 2026, Rwakakooko indicated that the senior officer had been appointed in an acting capacity as they transition into the new roles. 

Sylver Hetegikimana, Chief Engineering and Technical Services Officer; Isaac Katewanga, Chief Commercial Officer; Samuel Omoding, Head Human Resource and Administration Officer; Stephen Ilungole, acting head corporate head and stakeholders affairs.

Others include: Nicholas Ahabwe, head internal unit; Richard Opiyo, acting head of technology and applications; Francis Ddamulira, manager applications officer; and Christine Atuhaire, manager of human resource officer-business partners. 

"Please accord them all the necessary support in the execution of their new mandate. I am confident in our collective ability to deliver a reliable, affordable and sustainable electricity supply that will shape our country's social-economic transformation," Rwakakooko stated.

The Minister of Energy and Mineral Development (MEMD) Canon. Dr Ruth Nankabirwa Ssentamu, on Saturday, May 2, 2026, explained why they had opted to sack the Uganda Electricity Distribution Company Limited (UEDCL) board Chairperson, Lydia Ochieng Obbo, and sent the utilities Managing Director, Paul Mwesigye, on forced leave.

Nankabirwa, in a statement released on Saturday morning, said the Chairperson of the Board had been terminated, and the Managing Director had been placed on forced leave to allow for a comprehensive review of the Company’s management and operations.

"MEMD wishes to inform the public and stakeholders that the Government has undertaken a review of the Management at the UEDCL. In this regard, the services of the Chairperson of the Board have been terminated, and the Managing Director has been placed on forced leave to allow for a comprehensive review of the Company’s management and operations,” Nankabirwa said. 

The Ministry noted that to ensure continuity of operations and stability in service delivery, “the shareholders have appointed an interim board chairperson. The Board has, in turn, appointed an Acting Managing Director to oversee the operations of UEDCL during this transition period. These interim arrangements will remain in place until the vacant positions are substantively filled." 

The New Vision learnt that Stella-Marie Biwaga Cingtho, a lawyer by profession, advocate of the High Court of Uganda with over 16 years’ experience and holds a Master of Laws Degree in Oil and Gas, Post Graduate Diploma in Governance and Development, among other qualifications, had been appointed the interim board chairperson.

Biwaga then announced the appointment of Rwakakooko as acting MD.
