Two men have been charged and remanded to Luzira Prison over unauthorised possession of examination paper material of information.
Prosecution alleges that Rinet Tusubira, 24, self-employed, in October 2025, in Kampala district, knowingly and wilfully had his possessions or under his control materials or information that purport to relate to the contents of an examination paper for Uganda National Examination Board (UNEB).
Tusubira, on October 13, appeared before City Hall Court in Kampala, presided over by Senior Principal Grade One Magistrate Nicholas Aisu and pleaded guilty to the charge. He also accepted charges of conspiracy to commit a felony.
Meanwhile, his co-accused, Hillary Abaasabyona, 27, denied charges of forgery of stamps and conspiracy to commit a felony.
Allegations
It is alleged that Abaasabyona, between November and October 2025 in Kampala district, forged copies of Uganda Advanced Certificate of Education (UACE) security/document seals, identity cards, transcripts of Kyambogo University, sample stamps and Uganda Business and Technical Examinations Board certificates.
He is also accused of forging Uganda Management Institute certificates, Bishop Stuart University Academic certificates and transcripts, Makerere University certificate, Nsamizi Training Institute of Social Development academic transcript for a certificate in public administration and management.
Tusubira and Abaasabyona are also accused of forging the Kyambogo University Grade III Teachers Certificate in their names.
Senior State Prosecutor Mercy Yamangusho informed the court that investigations into the matter are still ongoing.
This prompted the magistrate to remand the accused until Friday, this week. That day, the state will give the court brief facts of Tusubira’s case, on which it will base to convict and hand down a sentence to the accused.
Meanwhile, Abaasabyona will also re-appear in court to know the progress of investigations into his matter.
