Two former CMI bosses arrested
The two retired senior Uganda People's Defence Forces (UPDF) officers, who were arrested today (September 9), are: Brig. Gen. (rtd) Charles Bakahumura and Maj. Gen. (rtd) Abel Kandiho.

Two former commanders of the Chieftaincy of Military Intelligence (CMI), now Defence Intelligence and Security (DIS), have been arrested in the ongoing investigations against treachery and offenses relating to security.
The two retired senior Uganda People's Defence Forces (UPDF) officers, who were arrested today (September 9), are: Brig. Gen. (rtd) Charles Bakahumura and Maj. Gen. (rtd) Abel Kandiho.
Highly placed sources confirmed to New Vision online that the two were arrested in the ongoing investigations against treachery and offenses relating to security.
The two were among senior 19 long-serving UPDF senior officers who retired from the army on August 20, 2026, during the official retirement ceremony officiated by the Commander in Chief of the Armed Forces.
“Yes, they were arrested this morning in the ongoing investigations sanctioned by the Chief of Defence Forces, Gen. Muhoozi Kainerugaba. I am not at liberty to speak much on the nature of the investigations being conducted against the two and several others who are on the run,” the military source noted.
However, when contacted, the acting Director of Defence Public Information, Col. Chris Magezi, said he was not yet aware of the arrests. “I am not aware yet aware. They retired and they are civilians now. Let me seek guidance,” Magezi stated.
On Tuesday morning, Gen. Kainerugaba took to his X-platform and confirmed, “we have captured one of the dancing Generals. Another one will be captured soon.”

The arrest of the generals followed interrogation of some of the already arrested officers, who were earlier implicated in fabricating intelligence reports.
Among those arrested is Maj. Gen. James Birungi, the ex-head of DIS; DIS Director of Counter-Terrorism Col. Peter Ahimbisibwe; and DIS Director of Special Operations Lt. Col. Ephraim Byaruhanga.
Birungi and Byaruhanga have since been charged before the court martial with treachery and remanded to Makindye military police barracks. The duo was charged together with two unnamed civilian informants.
Birungi was arrested after appearing before the Deputy Chief of Defence Forces Lt. Gen. Samuel Okiding, who heads a high-level inquiry established by the Chief of Defence Forces (Gen. Kainerugaba).
