KAMPALA - Two businessmen have been remanded to Luzira Prison on charges of forgery and uttering false documents after they allegedly uttered a fraudulent resolution purportedly made on behalf of the Kampala Carrot Importers Truck Owners and Drivers Development Association Limited.

The accused, Ezra Watuwa, 39, a resident of Kanyanya Zone in Kawempe Division, Kampala; and Moses Waneroba Wamakale, 51, a resident of Gwafu-West Zone in Seeta-Goma Division, Mukono District, appeared before Buganda Road Court Senior Principal Magistrate Winnie Nankya Jatiiko, and they denied the charges.

According to the charge sheet, Watuwa and Wamakale, together with other suspects still at large, allegedly forged an ordinary resolution on July 1, 2026, at Biraj Hotel in Kampala.

The prosecution alleges that the resolution falsely bore the signature of Sowedi Tebandeke, who reportedly denied signing the document.

The accused face two counts: forgery, contrary to Sections 319, 322(d)(1) and 324 of the Penal Code Act, Cap 128, and uttering false documents, contrary to Sections 328 and 324 of the same law.

Prosecution alleges that on July 23, 2026, the two knowingly and fraudulently presented the impugned resolution at the Uganda Registration Services Bureau (URSB) in Kampala, claiming it was a genuine document bearing Tebandeke’s signature.

Court heard that the resolution purported to reflect a decision reached during a general meeting allegedly held at Biraj Hotel on June 27, 2025.

However, Tebandeke, Halima Nakakande and Naly Nanteza reportedly disputed the signatures attributed to them, saying they had not signed the document.

The matter was subsequently reported to police, and the questioned document was retrieved from certified copies for investigation.

Specimen handwriting and signatures from the complainants were submitted to the Directorate of Forensic Services of the Uganda Police Force for examination

According to prosecution, a forensic report identified discrepancies between the signatures under examination and those appearing on the disputed resolution. The precise findings remain subject to confirmation from the original forensic report.

During the proceedings, State Attorney Ayub Kamba informed court that investigations were complete and requested that a hearing date be fixed.

The defence lawyers, Emmanuel Wabwire and Andrew Omara, told court that they had instructions from their clients to apply for bail.

However, prosecution objected to the application being heard at this stage, arguing that the state attorney appearing in court had been briefed for plea-taking and not for a bail hearing.

The matter was subsequently adjourned to November 9,  2026, for a bail hearing, when Senior State Attorney Allan Mucunguzi is expected to be present.

Section 324 of the Penal Code Act provides a general punishment of three years’ imprisonment for forgery.
