Three Police officers arrested over Agago fatal shooting of bodaboda rider

AGAGO - Police in Agago District have arrested three of their officers attached to Kokil Police Post in Pamoli Sub-county following the alleged shooting and killing of a 27-year-old boda boda rider in Kalongo Town Council.
The deceased, identified as John Baptist Oyo, a resident of Nam Abili Village in Adilang Sub-county, was shot around 3:00pm on Tuesday, September 1, 2026, in the Karuma area.
Oyo was reportedly travelling on a motorcycle registration number UFA 055E from Labwordwong Barracks, where he had delivered his brother’s national identity card.
His brother had recently been recruited for military training in the Uganda People’s Defence Forces.
According to accounts gathered from the area, Oyo was heading to Kalongo to have lunch at a relative’s home when he was involved in a minor road incident involving pedestrians in Kokil.
Members of the community reportedly surrounded him following the incident, but later allowed him to proceed after establishing that no one had been injured.
An eyewitness alleged that an off-duty police officer, who was not in uniform, subsequently called for assistance from the police post.
Two constables—Emmanuel Okwir, 22, and Abraham Ojuka, 23—reportedly armed themselves and pursued Oyo on a motorcycle.
The officers allegedly ordered Oyo to stop, but he continued riding, apparently believing that the earlier incident had been resolved.
The eyewitness claimed that Okwir, who was being carried by Ojuka on the police motorcycle, opened fire at Oyo.

"The first bullet struck the motorcycle’s rear tyre, while the second hit Oyo in the leg. A third bullet struck him in the back. This is the bullet that could have killed him," the witness said.
Agago Resident District Commissioner James Nabinson Kidega confirmed that the two police constables and their officer in charge had been arrested.
The officers are being investigated over allegations of murder by shooting and negligence. He said authorities have notified the families of both the deceased and the suspects.
Oyo’s body was taken to Dr. Ambrosoli Memorial Hospital in Kalongo, where it is awaiting a post-mortem examination.
The incident has raised fresh concerns about the conduct of some officers deployed under the sub-county policing model.
