Newly appointed Special Representative of the Chinese Government on African Affairs Liu Xianfa has reaffirmed the state's commitment to collaborating with Uganda on several fronts, including peace matters.
Xianfa's pledge was made as he met with Uganda's foreign affairs state minister (International Affairs), Okello Henry Oryem, on February 12, 2026, at the Chinese Embassy in Addis Ababa, Ethiopia.
Xianfa also conveyed 'sincere pleasure at the opportunity to meet with' Oryem and extended warm congratulations to President Yoweri Museveni on his successful re-election following the recently concluded electoral process.
He commended the steady and positive evolution of bilateral relations between China and Uganda, and expressed deep appreciation for the Minister’s unwavering commitment to fostering this partnership over the years.
Ongoing support
The special representative, according to a Uganda foreign affairs ministry statement, also highlighted China’s ongoing support for Uganda’s national development agenda, noting that the implementation of zero-tariff treatment for Ugandan products has significantly enhanced Uganda’s export volumes to China.

Xianfa welcomed the recent inauguration of dry chili exports to China, which marks a notable milestone in bilateral trade co-operation.
He extended festive greetings in celebration of the Chinese New Year and expressed confidence that increased engagement by Chinese enterprises will further strengthen investment ties between the two countries.
Reaffirmed China’s commitment to collaborating with Uganda and other regional partners to advance peace and stability in Eastern Africa and to work collectively towards the effective implementation of the Horn of Africa Peace and Security Initiative.
More Chinese investment needed
Okello Oryem welcomed Xianfa in his capacity as the newly appointed Special Representative.
He encouraged enhanced Chinese investment in Uganda, with particular emphasis on the agricultural sector, noting that Uganda’s equatorial positioning affords exceptional climatic conditions and fertile soils conducive to agricultural productivity.
Oryem told Xianfa that Uganda is committed to adhering to the principles of mutual respect, equality and mutual benefit among nations, and expressed firm opposition to all forms of hegemony and bullying in international relations.
He also appreciated China’s consistent and steadfast support to Uganda and the African continent in matters before the United Nations Security Council.
The minister underlined the critical importance of addressing the situation in Sudan and South Sudan, as developments in these neighbouring countries have direct and significant implications for Uganda’s security and economic interests.
