According to Batanda, the biggest chunk of the money that was returned was meant for Secondary Education teachers, whose recruitment is done by the Central Education Service Commission and not the City.

The Town Clerk of Soroti City has written to the Ministry of Finance, Planning and Economic Development to revoke over sh1 billion that was returned to the Treasury after the City failed to absorb wages in the Financial Year 2025/2026.
Paul Batanda, the City Town Clerk explains that the money allocated for wages was returned to the central government after the City Service Commission delayed to be approved by the Public Service Commission.
He lamented that, due to recruitment delays at the Education Service Commission, the City could not absorb the wage and was forced to return the money at the end of the financial year.
Meanwhile, Francis Esudu, the city mayor, said he appealed to the Ministry of Finance to approve the revocation and return the funds to the City so that recruitment can be done now that the City Service Commission is fully constituted and approved.
Murshid Narji, the Secretary for Finance, expressed disappointment that the central government disburses funds towards the end of the financial year, making it hard to use it.
