Leaders and the Muslim community in Sheema District are mourning the sudden death of Hakim Mugabi, the Kashozi Division LC3 Chairperson.
Mugabi, 56, collapsed on Friday morning, September 19, 2025, and died at around 8:30 a.m. en route to Mbarara Regional Referral Hospital. His family says he had complications from high blood pressure.
He had served as LC3 Chairperson for Kashozi Division since 2021 and was recently elected the NRM party flag bearer for the division.
In May this year, Mugabi also won the position of NRM Vice Chairperson for Sheema Municipality, defeating Eng. Raymond Kamugisha, the director presidential projects and industrial hubs, with 91 votes against 34.
At the time of his death, he was serving as Chairperson of Sheema Muslims and was a member of the Uganda Muslim Supreme Council (UMSC) General Assembly.
Several leaders described him as a hardworking and unifying figure.
Sheikh Sulamain Kafeero, the Sheema District Kadhi, said Mugabi’s passing had left a huge gap in the Muslim community.
“We have lost a pillar of our religion in the district. Hakim served with integrity and always encouraged others to work for Islam,” he said.
Sam Orikunda, the Sheema Deputy Resident Commissioner, praised Mugabi as a committed leader who focused on issues affecting the people of Kashozi.
“He helped us resolve a number of issues in his division, especially matters of security and land disputes. Very unfortunate that we've lost him at a time when we needed him the most. My condolences to his immediate family and the people of Kashozi,” he said.
Mugabi's funeral is scheduled for Saturday, September 20, at his home in Rwanyamukinya, Kashozi Division, Sheema Municipality.
