Sh8b embezzlement case against two Chinese nationals dismissed

KAMPALA - The Anti-Corruption Court has dismissed charges of embezzlement of sh8 billion and obtaining registration by false pretence against two employees of Entec Electrical Equipment Company Limited.

Paul Mujuni, a Principal Grade One Magistrate, dismissed the charges against the company’s directors, Zhang Jun and Hu Zheheng, following several adjournments without any update from the Office of the Director of Public Prosecutions.

The prosecution had alleged that between January 2022 and 2024, Jun and Zheheng, in their capacity as directors of Entec Electrical Equipment Company Limited, embezzled sh8 billion belonging to the company.

It was further alleged that the money came into their possession by virtue of their employment and that they fraudulently converted it to their own use.

The court also heard that on June 27, 2017, at the offices of the Uganda Registration Services Bureau in Kampala, Zhang Jun and Hu Zheheng wilfully procured their registration as the only subscribers of Entec Electrical Equipment Company Limited under the Companies Act.

The prosecution contended that they falsely represented themselves as the sole subscribers of the company, each holding a 50 percent shareholding.

While dismissing the case on February 27, 2026, in the absence of the prosecution, Mujuni stated that the court could not continue to keep the matter in the system without any update from the State.

“This case was on its last adjournment, and the State has not appeared in court. It has been adjourned seven times. The accused persons are not in court, and under Rule 6 of the High Court Anti-Corruption Division Case Management Rules, 2021, a case should be mentioned at least three times before it is fixed for hearing.

The case has been in court for more than 10 months. The court cannot keep this case in the system without any steps being taken to bring it to its logical conclusion. I therefore dismiss the case under Rule 6(2) of the High Court,” Mujuni said.
