President Yoweri Museveni has told the African Union (AU) meeting in the Egyptian coastal town of El Alamein that prosperity without strategic security is dangerous.
He made the remarks on October 4, 2026, in a speech read by Vice President Jessica Alupo at the 8th AU Mid-Year Coordination Meeting.
Museveni noted that wealth that cannot be defended will inevitably be destroyed by external hostile forces.
“Strategic security goes beyond routine policing or internal border control; modern global powers operate across four dimensions—land, air, sea and space. No individual balkanised African state, acting alone within artificial colonial borders, can achieve four-dimensional superiority against global powers,” Museveni said.
If Africa remains fragmented, Museveni told the meeting, "we are building a 'Latin America in Africa' —a continent rich in natural resources yet condemned to perpetual vulnerability, instability and external manipulation."
According to Museveni, “This is why true Pan-Africanists advocate for economic and political integration."
In the East African Community (EAC), Museveni said political federation remains the ultimate goal and through constitutional experts conducting national consultations across Partner States, member state are on track to complete the draft Constitution for the EAC Political Confederation by June, 2028.
Museveni stated that the imperative of collective security and political unity rests naturally upon their third historical mission: utilising the cultural and linguistic linkages among the people.
“The colonialists peddled the lie that Africans are inherently divided into antagonistic tribes, yet all the 1.4 billion Africans belong to just four main linguistic families—Niger-Congo, Nilo-Saharan, Afro-Asiatic, and Khoisan—sharing historical and cultural connections,” the President said.
Grounded in this organic unity, Museveni said regional integration provides the structure through which Africa can defend its sovereignty, grow its infrastructure and secure its future.
He also said economic integration through the EAC and the African Continental Free Trade Area gives EAC people market-led prosperity, while ultimate political integration guarantees their strategic security across land, sea, air, and space.
“Let us reject ideological disorientation, build seamless cross-border infrastructure, unite our national markets and construct a modern, industrialised and invincible Africa,” he said.
The Mid-Year Coordination Meeting was between the AU, the Regional Economic Communities, and the Regional Mechanisms.
Hosted by Abdel Fattah El-Sisi, the President of Egypt, the meeting convened African Heads of State and Government, the leadership of the African Union Commission, chairpersons and representatives of the Regional Economic Communities and Regional Mechanisms, and senior representatives of AU institutions and partners.
Its objective was to advance continental integration and the implementation of Agenda 2063, 'The Africa We Want'.
