Police are investigating suspected Uganda Certificate of Education (UCE) examination irregularities at Abongomola Seed Secondary School in Kwania district after an invigilator reportedly found Senior Four candidates with Biology practical specimens and apparatus before the start of the paper.

The incident was reported on October 15, 2026, at about 7:55am at the school in Ogwok Parish, Abongomola Sub-county, North Kyoga region.

According to police, invigilator George Omwa, 54, arrived at the examination room and found about 16 candidates inside, with specimens and apparatus, including test tubes, already exposed to them without a teacher’s supervision. He reportedly ordered them to leave the room.

North Kyoga regional police spokesperson Patrick Okema said Biology teacher Romeo Atim later entered the examination room carrying a mobile phone.

"When questioned about the candidates’ early access to the room and his possession of the phone, Atim reportedly remained silent," Okema said.

Shortly before the examination began, about six female candidates allegedly brought charcoal stoves into the room, prompting the invigilator to raise concerns. "Atim reportedly left the school premises shortly afterwards and could not be traced," explained Okema.

Police said preliminary information also linked Atim to a similar incident in 2025, when he was reportedly summoned to the Uganda National Examinations Board (UNEB) headquarters in Kampala alongside the school headteacher, Ashiraf Ssemanda. The examination results of 23 Senior Four candidates from that year were reportedly withheld in connection with the case.

A case file has been opened at Abongomola Sub-county Police Station, and statements have been recorded from relevant witnesses.

Okema said investigations were ongoing to establish the circumstances surrounding the incident and determine whether examination regulations had been breached.
