The State Minister for Internal Affairs, Gen. David Muhoozi, has commended the Inspector General of Police (IGP) Abas Byakagaba and the Commissioner General of Prisons, Dr Johnson Byabashaija, for the development initiatives in their respective institutions, especially in human resource enhancement and infrastructure growth.
He was presiding over the graduation ceremony of 41 senior police and Uganda Prisons officers who completed a one-year senior command course at the Police Senior Command and Staff College in Bwebajja, Wakiso district, on Thursday, July 31.
The course is designed to enhance the leadership, command, and strategic skills of senior officers from both the Uganda Prisons Service and the Uganda Police Force. This year’s course ran from August 30, 2024, to July 31, 2025.
A statement released by the Uganda Prisons Service said Gen Muhoozi reaffirmed the ministry’s commitment to supporting staff welfare, institutional capacity building, and salary enhancements, among other key areas aimed at strengthening service delivery.
It said the graduates included 38 officers from the Police Force and five from the Prisons Service—ranging in rank from Commissioner to Senior Superintendent.
The graduates were awarded multiple certificates, including the Senior Command and Staff Course Certificate, Institutional Leadership and Management Certificate (Uganda Management Institute), and Anti-Money Laundering and Counter-Terrorist Financing Training Certificate (Financial Intelligence Authority – Uganda).
Jolly Robert Bamutura, the assistant commissioner of Prisons, was honoured by the minister as the most disciplined participant throughout the course.
“This award reflects his exemplary conduct, professionalism, and commitment to the highest standards of service during the entire training programme,” the statement said.
Gen Muhoozi received the Welcome Quarter Guard Parade at the college as part of the formal reception for his role in presiding over the pass-out ceremony of the senior officers.
