The Uganda Police Force disciplinary committee has found embattled Assistant Superintendent of Police (ASP) Clive Nsiima Barigye, attached to the Oil and Gas Kampala Metropolitan Police (KMP), guilty of behaving in a scandalous manner and has recommended his immediate dismissal from the force.

This follows a viral video that circulated on social media showing him assaulting a female attendant at a Shell petrol station.

In a statement released on Monday, October 13, 2025, police noted that “on October 6, 2025, a video circulated on social media showing Nsiima assaulting a female attendant at a Shell petrol station. Following this, Nsiima was apprehended and detained in police custody. He appeared in the police disciplinary court on Tuesday, October 7, and on Friday, October 10, 2025, where he was charged with behaving in a scandalous manner. The court has recommended a sentence of dismissal.”

The statement further indicated that “on Monday, Nsiima was produced in a criminal court at Kampala Capital City Authority on charges of assault and threatening violence and has since been remanded in prison. The Uganda Police Force condemns unprofessional conduct and pledges to uphold discipline within its ranks,” the statement stated.

According to the disturbing CCTV footage, Nsiima, who is the Deputy Zonal Commander at KMP, assaulted a young woman who had asked him to pay for items worth sh30,000.

“I am parking; have you ever driven such a car?” Nsiima is overheard saying. “She’s there disturbing me over sh30,000. How much money have I spent here? Do you think I can run away with sh100,000? I can slap you even with these cameras here, and tomorrow we go to court,” he adds. He then strikes her using his left hand, landing a hot slap on the woman’s face and repeating it before the woman screams for help.

The attendant’s co-workers, including security guards, can be seen rushing into the supermarket, and Nsiima later leaves after banging the supermarket door.

New Vision has learnt that the matter was reported at Kyanja Police Post. A police extract seen by New Vision indicates that the case is registered under reference number 08/07/10/25 as assault and threatening violence.

The incident on reignited public outrage over the persistent culture of impunity within Uganda’s security forces.

According to the Uganda Police Force’s 2023 Annual Crime Report released in February this year, more than 15,300 cases of assault and threatening violence were recorded in 2024, representing 9% of all reported crimes.
