OWC leadership restructured to align with new institutional establishment

The Operation Wealth Creation (OWC) programme under the Office of the President has restructured its leadership and directorates to align its operations with the institution’s new establishment and strengthen delivery of its mandate.
The transition ceremony was held on Monday, September 7, 2026, at the OWC headquarters in Kamwokya, Kampala, and presided over by the OWC Deputy Chief Coordinator, Brig. Gen. Godfrey Muwanguzi, on behalf of the Chief Coordinator, Gen (rtd) Caleb Akandwanaho, popularly known as Salim Saleh.
According to a statement from OWC, Muwanguzi said the restructuring, endorsed on July 30, 2026, followed the required administrative and protocol procedures to realign OWC’s leadership, functions and operations with the new establishment.
"A key change is the transformation of the former Value Addition function into the Directorate of Value Addition and Manufacturing, alongside broader adjustments aimed at strengthening the monitoring, evaluation, supervision and support of government programmes," the statement said.
Under the new structure, the Directorate of Agriculture will bring together previously separate agricultural sub-units, including Inputs, Coffee, Cocoa and Tea, Fruits and Horticulture, and Sugarcane Value Chains.
Muwanguzi urged the new leadership to implement OWC’s mandate in line with the guidance of President Yoweri Museveni and to position the institution as a model of effective service delivery and socio-economic transformation at community level.
During the transition, the outgoing Director of Inputs, Maj Gen (rtd) Elly Kayanjja, thanked the OWC leadership for the opportunity to serve and called for stronger coordination between suppliers and directors.
He stressed the need to ensure that agricultural inputs supplied to farmers match their needs and local conditions.
Former Bujenje county MP Kabakumba Masiko, who moves from Sugarcane Value Chains to Social Action Funds, also thanked government for the confidence placed in her during her eight years of service. She called for continued investment in critical areas such as roads, markets and agricultural machinery to improve farmers’ productivity and access to processing facilities.
One of the members also addressed challenges affecting agricultural production, particularly drought, with members calling for cabinet resolutions and recommendations to be translated into practical interventions that directly benefit communities.
Members further emphasised evidence-based monitoring and evaluation, accurate reporting and physical verification of government-supported projects.
They cautioned against relying solely on favourable reports, stressing that OWC assessments should reflect verifiable evidence and the actual experiences of beneficiaries.
The ceremony was attended by Brig Gen James Kaija, Chief Staff Officer; directors; departmental heads; specialists; staff officers and other OWC officials.
