OWC fleet enhanced for Parish and Emyooga projects' monitoring
A release from Uganda People's Defence Forces states that OWC Transport Officer Major Moses Muwakanya, who presided over the handovers, urged the recipients to use the vehicles responsibly, observe road safety and ensure regular maintenance in line with manufacturers' guidelines.
The fleet comprising Toyota Hilux pickups, minibuses and Isuzu vehicles is expected to improve the ability of regional coordinators to travel to communities and monitor the implementation of government-funded programs.
Government has deployed 18 new vehicles for Operation Wealth Creation (OWC) regional coordinators to strengthen field monitoring of major development programs, including the Parish Development Model (PDM) and Emyooga.
The fleet comprising Toyota Hilux pickups, minibuses and Isuzu vehicles is expected to improve the ability of regional coordinators to travel to communities and monitor the implementation of government-funded programs.
The vehicles were unveiled at Kololo Ceremonial Grounds on August 7th as Government seeks to strengthen supervision, accountability and coordination of development interventions across the country.

The deployment comes as the Government continues to face the challenge of ensuring that development programs reach their intended beneficiaries and that funds and other resources are properly utilised.
The Parish Development Model (PDM) is a government program designed to move households from the subsistence economy into the money economy by using the parish as the key unit for planning and delivering development interventions, and it was launched in 2022, with recipients receiving shs 1 million.
The vehicles will be used to support monitoring of PDM, Emyooga, infrastructure and construction projects and other government interventions aimed at improving household incomes and expanding economic opportunities.
The program has placed particular emphasis on parish-level structures, with the government using parish revolving funds to support beneficiaries in enterprises such as agriculture, trade and other productive activities.
Emyooga was launched by the government in August 2019 to support organised groups of people in different enterprises to access affordable financing and expand their businesses.
Under the program, individual beneficiaries can typically borrow between Shs400,000 and Shs4 million through their respective constituency SACCOs. However, businesses with larger capacity can access loans of up to Sh9 million
Regional coordinators will use the vehicles to improve their mobility during field visits, allowing them to reach project sites and communities where government programs are being implemented.
The deployment is also expected to improve coordination between OWC and government agencies involved in implementing and monitoring development programs.
