​The National Identification and Registration Authority (NIRA) says it is temporarily moving its main office services from the Kampala city-based Kololo Independence Grounds to facilitate a state function.


​In a public notice, NIRA announced that its Kololo premises will be closed to the public from Saturday, August 23, to Thursday, August 28, 2025. 

"To ensure continuity, all services normally offered there will be shifted to NIRA's offices in the five divisions of Kampala, " NIRA says, adding that normal operations at the Kololo head office are scheduled to resume on Friday, August 29, 2025.

​Retained services

​During the temporary closure, NIRA is encouraging the public to use its online platforms and other offices across the country. All parish-level and divisional offices will continue to operate normally.

​It adds that the public access some of the services online via NIRA's website. These include:

  • ​Tracking the status of your National ID application
  • ​Confirming your NIN and personal information
  • ​Document verification
  • ​Applying for civil marriage, marital status letters, and special license venues
  • ​Registering places of worship to celebrate marriages


"​NIRA regrets any inconvenience caused and urges the public to plan accordingly by using the alternative service points and digital platforms, " it adds.

New online pre-registration system

​This announcement follows the recent launch of a new online pre-registration portal, aimed at simplifying access to National ID services. The self-service platform, available at https://prereg.nsis.nira.go.ug, allows citizens to start the application or renewal process from a computer.

​After filling out the digital form, users receive a unique reference number, which they must then present at a registration centre for biometric enrollment. The online portal supports both first-time applicants and renewals.

​The ID renewal exercise began in May and is expected to run for at least six months. NIRA has set August 12, 2025, as the deadline for holders of expired IDs to renew, after which the IDs will be considered invalid.

​The current campaign aims to register over 17 million new applicants and renew more than 15 million existing IDs. NIRA also plans to deliver completed IDs directly to applicants' homes to help reduce congestion at collection centres.
