President Yoweri Museveni has released a fresh list of newly nominated permanent secretaries, dropping several long-serving officials whose contracts had expired in a major shake-up of accounting officers.

In a statement released on Sunday (November 8), Museveni announced 13 nominees for permanent secretary and other senior public service positions.

The President invoked Article 174(2) of the 1995 Constitution, which gives him the power to appoint permanent secretaries.

However, the nominees must first undergo assessment by the Public Service Commission before the President can confirm their appointments.

"I have directed the Public Service Commission to assess their suitability for appointment and advise me accordingly," Museveni said.

Among the nominees is long-serving Ministry of Defence and Veteran Affairs Undersecretary Edith Butuuro, who replaces Rosette Byengoma, another long-serving official.

The changes also affect the Ministry of Works and Transport, where the President has nominated Eng. Flavia Guto Bwire as permanent secretary, replacing Waiswa Bageya, who is set to retire.

Museveni nominated Emmanuel Freddie Mugunga as permanent secretary in the Office of the Prime Minister, replacing Alex Kakooza.

Sheeba Kyobutungi Rujoki was nominated as permanent secretary in the Office of the President, where she will oversee Science, Technology and Innovation.

Charles Ssentongo was nominated for the Ministry of Foreign Affairs, while Prof. Stephen Akandwanaho was nominated for the Ministry of ICT and National Guidance.

Mark Sseremba was nominated for the Ministry of Public Service, while Aggrey Wunyi was named for the Ministry of East African Community Affairs.

Museveni also nominated Betty Mutesa Cwinya-ai to the Public Service Commission and Edward Sengonzi Damulira as Clerk to Parliament. Maureen Kasande was nominated as Secretary to the Inspectorate of Government (IG).

Those dropped include Adolf Mwesigye, Clerk to Parliament; Maj. Gen. David Kasura Kyomukama, Ministry of Agriculture, Animal Industry and Fisheries; Dr Alfred Okot Okidi, Ministry of Water and Environment; Amina Zawedde, Ministry of ICT and National Guidance; Edith Mwanje, Ministry of East African Community Affairs; Catherine Bitarakwate Musingwire, Ministry of Public Service; Waswa Bageya, Ministry of Works and Transport; Vincent Bageya, Ministry of Foreign Affairs; and Rose Kafeero, Secretary to the IG.
