Museveni accords Gen. Moses Ali an official burial
Babalanda said regarding preparatory arrangements for the official burial, the Government has constituted a hybrid National Organising Committee (NOC) chaired by the Minister for Presidency.

President Yoweri Museveni has accorded the former Second Deputy Prime Minister and Adjumani West Constituency Member of Parliament, General Moses Ali, an official burial.
In a statement released today, July 20, 2026, the Minister for Presidency, Milly Babalanda, said; “His Excellency President Museveni, in accordance with Article 99 of the Constitution of the Republic of Uganda (1995) as amended, which vests executive authority in the President, has directed that the late Gen. Ali, be accorded an official burial.”
An official burial is granted by the President to anyone who has exhibited an extraordinary performance of their duties to the country, and the Government meets all the costs incurred during the burial.
Balanda explained that; “As you may have heard, on Saturday, July 18, 2026, at 4:00 pm, the Country and the Government of Uganda learnt with profound sorrow the shocking news of the passing on of Gen. Ali, which occurred at Nakasero Hospital, Kampala. Immediately thereafter, the President as head of State and Commander in Chief Officially notified the entire Country about the passing on of an iconic figure in the politics, Government, military, Islamic religious life and respected community leader in the West Nile Region.”
Babalanda said regarding preparatory arrangements for the official burial, the Government has constituted a hybrid National Organising Committee (NOC) chaired by the Minister for Presidency.
“The NOC, which convened yesterday, Sunday, July 19, 2026, at 3:00pm, drew membership from the Office of the President, Parliament of Uganda, the Uganda Police Force and representation from the family,” Babalanda stated.
She revealed that during the meeting, NOC agreed on a tentative burial programme: On Monday, July 20, 2026, at 5:00 pm, there will be prayers at Gen. Ali's home in Naguru. On Tuesday, July 21, 2026, from 10:00 am to 1:00 pm, legislators will pay tribute to the late at Parliament chambers, where President Museveni is expected to officiate as the chief mourner.
The body will then be airlifted to his ancestral home in Adjumani district for a vigil.
On Wednesday, July, 22, 2026, there will be a regional local council sitting at Paridi Stadium in Adjumani, bringing together the entire Madi and West Nile sub-region. There will then be prayers leading to the burial ceremony at Atabu Parish, Pakele Division in Adjumani.
Who is Moses Ali?
Babalanda said the late Gen. Ali was born in Atabu Parish within Pakele Division, Adjuman District, to the late Mohammad Ali and Veronica Ali.
In 1957, he attained his Primary Leaving Examinations Certificate at Erepi Church of Uganda Junior School. From 1964-1965, he joined Kampala Secondary School where he attained a Certificate in Education. Between 1968 and 1969, he enrolled in Israel for a cadet training course where he attained a Certificate in Officer Cadet as well as a Certificate in Paratrooper Instructors’ training.
In 1972, he attained a Certificate in Company Command Course. In 2007, he got a Certificate in Law at the University of Wolverhampton in the UK. He successfully graduated with a Bachelor’s Degree in Law at Makerere University Kampala in 2008 and a Post Graduate Diploma in Legal Practice at the Law Development Centre.
For the past 50 years, Gen. Ali’s work experience spanned a broad spectrum covering an illustrious political, military, and government service; holding various portfolios including but not limited to: Tourism, Wildlife and antiquities; Disaster Preparedness and Relief and as Deputy Prime Minister.
