BUTAMBALA - Outgoing National Unity Platform (NUP) party MP for Butambala County, Muhammad Muwanga Kivumbi, and Nakawa West lord councillor in Kampala, John Mary Ssebuufu, have been further remanded in prison.
Kivumbi and his 24 co-accused were produced before the Chief Magistrate’s Court in Butambala district amid tight security on charges of terrorism, while Ssebuufu appeared before Nakawa Magistrate’s Court in Kampala on an inciting violence offence.
Kivumbi and his group were further remanded to Kitalya Prison in Wakiso district until March 31, 2026, to allow state prosecution more time to complete their investigations, while Ssebuufu to Luzira Prison until March 24, 2026, when court will deliver its ruling on his bail application.
They were remanded by the Butambala Court Chief Magistrate, Deogratious Ssejjemba, and the Grade One Nakawa Magistrate, Frank Namanya, respectively.
The terrorism charges against Kivumbi, who had also been brought back to court for continuation of his bail hearing, relate to violence and seven deaths that occurred in Butambala when the country went to the polls to elect the President and Members of Parliament on January 15, 2026.
“The unfortunate bit of this matter is that Hon. Muwanga Kivumbi is the victim of the regime-instigated post-election violence, but he is shamelessly the one inside the courtroom dock while the regime gunmen who killed people at his residence are walking scot-free!” NUP posted on X, formerly Twitter, after the court session.
Kivumbi is also the NUP deputy president for the central region.
Councillor’s case
After the court session of February 17, 2026, Ssebuufu’s lawyer, Kakuru Tumusiime, told the media that they were ready for his bail application, but the state argued that it failed to access documents for the bail hearing from the Electronic Court Case Management Information System (ECCMIS).
ECCMIS is a fully featured system that automates and tracks all aspects of a case life cycle.
The state alleges that Ssebuufu, who is also NUP vice president for Buganda region, in the months of November and December 2025, at various places in Kampala, Mukono, Masaka and Mpigi, incited people to attack supporters of the National Resistance Movement party, an act based on reason of their political opinion.
He, however, denies the charges.
